Description

The aim of this activity is to ensure that Polish beneficiaries acquire an understanding of the interactions of the Italian partners and the working of the SIOPE system, and identify elements of the Italian process of LG budget monitoring which could profitably be adapted to a Polish context.
The study tour will last one week, including 5 working days and will take place principally in Rome. The group will be composed of various experts of the Local Government Finances Department (MoF) and representatives of other Polish bodies participating in the project. The experts will be selected in accordance with the general provisions of this title, and will be accompanied by the RTA and by an interpreter provided by MS. Participants will be given the chance to see the SIOPE system in operation, and attend seminars and discussions on various aspects of the Italian process of LG budget monitoring and analysis. Specific visits will be planned to the city administration of Rome and other local governments in the area. Seminars and discussions will be held with senior experts in the Ministries of Economy and Finance and Home Affairs with responsibility for LG finance. Particular attention will be given to those aspects of the Italian system which provide an analytical potential not currently exploited in Poland, and to the process of development of the system in order to ensure compliance with Maastricht criteria.
