BALKAN AREA 2 - Development and Strengthening of Local and Central Public Administrations The project “Balkans 2 - Development and Strengthening central and local PA in the Balkan Region” is aimed to 6 Balkan countries (Albania, Bosnia-Herzegovina, Croatia, Macedonia, Serbia and Montenegro) and continues the activities already started up and partly developed with the Balkans 1 project which was held from November 3rd to December 31st 2004. This is an integrated project of “Institutional and Capacity Building” aimed to civil servants and executives from central and local Balkan administrations, divided into diverse activities of technical assistance, classroom and on-the-job training, information and communications on themes which have been identified and agreed upon together with the institutional counterparts of the involved countries on the occasion of numerous missions and meeting realized during the first year of activities.In the ambit of the project “Balkans 1”, together with the counterpart from the Balkan ministries, the priority themes on which to centre the first training course have been identified. With regard to these themes, a “Country Plan” has been defined for each country which establishes priorities and operational methods of intervention. The dedicated areas are the following:- Civil Protection- Management of Protected Areas- Cultural Heritage- Communications for the Public Administration
The work stages of the project “Balkans 2” include the following activities:
- Classroom training courses on selected themes- Activities of long-distance support and virtual communities (through the project web page in the FORMEZ website)
- On-the-spot technical assistance (Project Work)
- Cooperation between administrations and coordination of internships in ItalyThe themes will be faced in the perspective of the development of a project-idea as identified during the start-up phase of the Country Plan and will integrated with information and training sessions about the financing opportunities existing in the ambit of the Instrument for Pre-Accession (IPA) and the dedicated EU Programmes.

This project which is multi-sectoral and transnational, aims to numerous beneficiaries, mainly to institutional heads, executives, civil servants and technical middle management from the Public Administration who are direct beneficiaries.
GENERAL RESULTS
- Training course in each beneficiary country which foresees training classes on the themes chosen by the administrations as well as a practical activity of project work
- Elaboration of the Project Work realized by each students group
- Internships in Italy by those public administrations which are similar to those of origins
- Transnational workshops
- Activities of long-distance support and virtual communities through the project website www. balcani.formez.it accessible from the FORMEZ website.
EXPECTED RESULTS FOR THE GUIDE-LINE “PROTECTED AREAS”
- In-depth study and development of specific competencies in the field of Protected Areas
- Boost to innovation and development of system relationships between administrations from the same country and Balkan countries
- Paper and online training materials on Protected Areas
- Elaboration of a Project Work for each participant group to the training course
- Liaison between administrations from the Balkan countries and their Italian counterparts ad start-up of collaboration relationships
EXPECTED RESULTS FOR THE GUIDE-LINE “CULTURAL HERITAGE”
- In-depth study and development of specific competencies in the field of Protection and Enhancement of the Cultural Heritage
- Boost to innovation and development of system relationships between administrations from the same country and different countries in the same region
- In-depth analysis of the theme in the light of developing a project-idea identifies during the start-up phase of the Country Plan to be integrated with information and training sessions on the financing opportunities existing in the ambit of the Instrument for Pre-Accession (IPA) and the dedicated EU programmes
EXPECTED RESULTS FOR THE GUIDE-LINE “CIVIL PROTECTION”
- In-depth study and development of specific competencies in the field of Civil Protection
- Organization of a transnational workshop
- Internships in Italy at the Department of Civil Protection
- Organization of a national conference on the system of civil protection at Tirana in Albania.
